THE BLACK FILES — COMMUNITY RULES & CONTENT POLICY

PART 2 OF 4 — SAFETY & PROHIBITED CONTENT

These rules are divided into four parts because of forum post-length limits. All four parts form one complete policy and apply equally to every member.


SECTION 6 — THREATS, VIOLENCE & CRIMINAL ACTIVITY

6.1 — No Threats

Do not threaten death, bodily harm, sexual violence, kidnapping, property destruction, or harm to animals.

Claiming that a threat was a joke, prediction, quotation, fantasy, meme, or hypothetical may not prevent moderation or reporting when it could reasonably be interpreted as credible or dangerous.

6.2 — No Incitement or Coordination

Do not encourage, solicit, instruct, recruit, or coordinate others to commit unlawful acts.

This includes assault, arson, sabotage, bomb threats, swatting, stalking, kidnapping, theft, fraud, hacking, evidence destruction, witness intimidation, attacks on infrastructure, interference with emergency services, or violence against officials or civilians.

6.3 — No Operational Instructions for Serious Harm

Historical, journalistic, or high-level discussion of dangerous acts may be permitted.

Actionable instructions intended to facilitate serious wrongdoing are prohibited. This includes detailed assistance for constructing weapons, concealing violent crimes, poisoning people, evading law enforcement following an offence, defeating critical security systems, or selecting vulnerable targets.

6.4 — Emergency Situations

If staff reasonably believe that content indicates an imminent risk of death, serious bodily harm, child exploitation, or another emergency, The Black Files may preserve relevant information and contact emergency services or law enforcement.

Do not assume that anything posted here will remain anonymous when someone's safety is at immediate risk.

6.5 — No Vigilante Operations

Do not organize raids, confrontations, stings, entrapment operations, citizen arrests, surveillance campaigns, or public "exposures" through the platform.

Report credible evidence of criminal activity to the appropriate authorities.


SECTION 7 — HATE, EXTREMISM & COLLECTIVE BLAME

7.1 — Controversial Subjects May Be Discussed

Members may discuss political ideologies, religious institutions, national governments, lobbying organizations, ethnic conflicts, extremist movements, historical propaganda, influential families, private organizations, and competing theories about global power.

Controversial discussion is not automatically prohibited.

7.2 — Evidence Must Target Conduct, Not Identity

Criticism must address conduct, evidence, policies, organizations, ideologies, public statements, or identifiable decision-makers.

Do not claim that an entire race, religion, ethnicity, nationality, sex, or other protected class shares collective guilt or secretly coordinates as one unified entity.

Members may critically examine a government, political movement, lobbying organization, religious institution, corporation, or named individual.

Members may not convert that criticism into blanket accusations against everyone who shares an ethnicity, religion, nationality, or other identity.

7.3 — Prohibited Hate Content

Do not post content that advocates genocide, ethnic cleansing, mass violence, or the removal of civil rights based on identity.

Do not dehumanize people as animals, disease, vermin, or subhuman.

Do not celebrate violence against a protected group, promote hatred against an identifiable group, use slurs primarily to threaten or degrade, recruit members into violent extremist organizations, or publish extremist propaganda for admiration or recruitment.

Historical or documentary material may be permitted when posted for legitimate educational, analytical, or critical purposes and presented with sufficient context.

7.4 — Symbols and Propaganda

Extremist imagery, manifestos, symbols, and propaganda may be discussed for research or historical analysis.

They may not be used to praise violence, intimidate members, recruit supporters, or glorify organizations responsible for terrorism or mass atrocities.


SECTION 8 — SEXUAL CONTENT & EXPLOITATION

8.1 — No Child Sexual Abuse or Exploitation Material

Never upload, embed, link to, request, describe for sexual purposes, trade, or direct others toward child sexual abuse and exploitation material.

This prohibition includes real, illustrated, computer-generated, altered, or AI-generated material where prohibited by applicable law.

Do not repost such material to "prove" that it exists.

If you encounter suspected material, do not download, redistribute, save, or investigate it yourself. Use the report function immediately.

The Black Files may remove access, preserve required data, make legally required reports, and notify law enforcement without warning the person responsible.

8.2 — No Sexual Exploitation

The following are prohibited:

Non-consensual intimate images
Hidden-camera sexual material
Voyeuristic recordings
Sexual extortion
Threats to release intimate material
Trafficking advertisements
Material depicting sexual assault
Sexual content posted without the subject's consent
Sexualized content involving anyone who may be under 18

8.3 — Adult Sexual Content

The Black Files is not a pornography platform.

Sexual material may be removed even when legal if it is irrelevant, graphic, exploitative, or likely to create unnecessary risk for the community.


SECTION 9 — ILLEGAL, STOLEN & RESTRICTED MATERIAL

9.1 — No Stolen Credentials or Unauthorized Access

Do not post, request, sell, or trade passwords, authentication tokens, private cryptographic keys, credit-card information, banking credentials, stolen accounts, private database dumps, malware, ransomware, phishing kits, or tools intended to compromise systems.

9.2 — Leaked and Classified Material

Discussion of publicly reported leaks may be permitted.

Do not upload or distribute material when doing so would unlawfully expose personal information, facilitate serious harm, compromise active operations, endanger individuals, violate a court order, or constitute unlawful possession or distribution.

When uncertain, link to credible reporting about the material instead of uploading the raw files.

9.3 — No Illegal Market Activity

Do not use the platform to buy, sell, trade, or solicit illegal drugs, weapons, stolen property, fraudulent documents, hacking services, personal information, counterfeit currency, exploitative sexual material, or services intended to commit a crime.

9.4 — No Evidence Destruction

Do not ask members to delete, alter, conceal, fabricate, or destroy material relevant to an investigation or legal proceeding.

The Black Files may preserve content after deletion when reasonably necessary for security, abuse prevention, legal compliance, or the establishment, exercise, or defence of legal claims.


SECTION 10 — COPYRIGHT & INTELLECTUAL PROPERTY

10.1 — Post Only What You May Legally Share

Do not upload full books, paid articles, subscription content, commercial films, private databases, or other copyrighted works without authorization or another valid legal basis.

Whenever possible, quote only what is reasonably necessary, link to the original source, identify the creator, add your own analysis, and avoid replacing the market for the original work.

10.2 — Copyright Complaints

Copyright owners or authorized representatives may contact:

A complaint should identify:

The protected work
The complainant's rights or authority
The allegedly infringing content
The exact URL
The nature of the alleged infringement
The complainant's contact information
A statement that the supplied information is accurate

The Black Files may remove or restrict material while reviewing a complaint.

10.3 — Repeat Infringement

Accounts repeatedly used to infringe intellectual-property rights may be restricted or terminated.
